President Ferdinand Marcos witnessed the signing of the implementing rules and regulations of the Magna Carta of Filipino Seafarers on Wednesday, three months after the law’s enactment, one of the most important new pieces of regulation to hit the world’s top crewing nation in a generation.
The new law aims to create a comprehensive framework for preserving and improving the rights and welfare of Filipino seafarers in local and international shipping. It also seeks to improve seafarers’ education, training, and cadetship programs to improve mariners’ skills.
Marcos highlighted key features of the the new law, including the establishment of one-stop shop centers for seafarers and provisions ensuring fair medical treatment and access to free legal representation.
“This step not only opens up opportunities for the industry, it also reflects our dedication to more progressive and equitable policies in the maritime industry,” Marcos said.
The law also establishes mechanisms, rules, and procedures to ensure the fair, speedy, equitable, and just disposition and execution of decisions granting seafarers’ salaries, wages, statutory benefits, and death and disability claims.
