The real story of why the Kellogg and Rubio ceasefire plans were dead on arrival is that Putin and Xi have predicated their strategy on the West’s actual sea power encirclement and economic strangulation strategy while Trump’s team based their ceasefire negotiation strategy on the West’s false cover-for-action narrative.

The entire Trump foreign policy team (along with the cable news generals) does not know the difference between the actual geoeconomic and geopolitical strategies in contradistinction to the cover-for-action talking points that the Western financier-funded think tanks write for the permanent state and corporate media to follow. The result is that the television generals keep repeating the cover-for-action talking point script and are stuck in the proverbial “matrix.”

The explanation of the West’s actual sea power encirclement and economic strangulation strategy versus the Land Power overland logistical supply route strategy that mitigates the Sea Power maritime chokepoint strategy exposes the false cover-for-action narrative. This differentiation explains why Putin (and Xi) was never interested in talking to Trump’s team about a ceasefire in the first place.

The False Cover-For-Action Narrative

The false cover-for-action narrative boils down to nine key talking points.

First, the Russian invasion of Ukraine was “unprovoked, unjustified and illegal” as explained by Frederick Kagan of the American Enterprise Institute on February 28th, 2022, in his interviews with Jordan Peterson.

The significance is that Frederick Kagan is married to Kimberly Kagan who runs the Institute for the Study of War (ISW) in Washington, DC. The ISW was started in 2007 by Bill Kristol and Robert Kagan the older brother of Frederick Kagan. Their father was Donald Kagan, a professor at Yale. Yale is home to the Brady-Johnson Program in Grand  Strategy and is a key program for Washington insiders to attend. It is the common thread that ties many of the think tanks together with key government officials.

Prior to founding the ISW, Robert Kagan and Bill Kristol founded the Project for a New American Century (PNAC) in 1997 which ended in 2006. Robert Kagan was a senior fellow at the Brooking Institute and was an editor-at-large for the Washington Post during the Biden administration. Robert Kagan is married to Victoria Nuland, a former Under Secretary of State for Foreign Affairs under Antony Blinken during the Biden Administration. Ambassadors Victoria Nuland and Geoffrey Pyatt orchestrated the Euromaidan color revolution in Kyiv in 2014. Oliver Stone has produced “Ukraine on Fire” and “Ukraine on Fire Part 2” documentaries to show the Western public what occurred in Kyiv in 2014. The US government and the Washington, DC think tanks were clearly involved.

The funding sources for the American Enterprise Institute, the Brookings Institute, and the Institute for the Study of War are listed on their respective websites. The talking points listed below are gleaned from their numerous writings which can be found on their websites and Bill Kristol’s The Weekly Standard, which closed on December 17th, 2024. The talking points of the television generals and Keith Kellogg appear to be formulated by this group of influential Washington think tanks. The rest of the common talking points are listed below.

Second, Putin invaded Ukraine to essentially reconquer the Warsaw Pact countries and restore the Soviet Empire.

Third, the Russian attempt to capture Kyiv failed and the invasion collum had to retreat to Belarus and Russia.

Fourth, the line of contact in the Eastern Donbas has stagnated for the past three years indicating that the ability of Russia to take over more territory was failing.

Fifth, since Putin’s blitzkrieg strategy failed amidst the Ukraine counterattack, then the Russian military must be inept.

Sixth, the killed-in-action (KIA) and wounded-in-action (WIA) ratios were essentially equal between Russians and Ukrainians indicating that Putin and Russia were stuck in a proverbial quagmire and were looking for an exit strategy.

Seventh, the war in Ukraine and the Western sanctions were taking too much of a toll on the Russian economy and the Russian economy must be failing.

Eighth, Putin must be eager to agree to a cease-fire as soon as Trump was inaugurated.

Ninth, based on the previous eight talking points, Trump could deal from a position of strength and dictate terms to both Putin and Zelensky.

The False Cover-For-Action Narrative was a Lie

The purpose of listing this series of talking points here is so they can be refuted as the series of articles progresses, but the point here is that the talking points only make sense to people who do not know how to build geoeconomic and geostrategic models themselves. Theoretical model building entails developing dichotomy and measurement continuums based on competing hypotheses and assumptions.

The process of hypothesis confirmation and disconfirmation drives the investigator to look for missing information that one would not realize is missing until one flowcharts a research design and starts developing analytical assessment continuums. It is this process where one discovers that they made too many leaps in logic and directs their research to better define each knowledge gap.

To anyone who had read my Russian Natural Gas and Geopolitical Realignment series of papers that were published as early as December of 2023, and my numerous videos and articles published after the New Year, the Kellogg Plan was going to be dead on arrival. A series of papers has been written on that specific topic in February and March. This is a new series.

The Russian Natural Gas and Geopolitical Realignment series of papers placed the role of Russian energy in terms of Kennan’s industrial power center strategy of containment format. Kennan’s industrial power center strategy of containment is based on Mackinder (Oxford) and Spykman’s (Yale) Sea Power Rimland versus Land Power Heartland dichotomy. It was the process of building these models on PowerPoint slide sets that exposed the false cover-for-action narrative.

The more one gets out of Washington, DC, and learns how to develop their own models, the more one realizes how Washington operates on groupthink confirmation bias and conversational talking points. Scientific models are not popular at the Washington, DC happy hour and cocktail parties but talking points are.

The television generals may be a product of the Beltway bubble but Putin and Xi are not. Their staff can read the Brzezinski, Wolfowitz, and RAND 2019 strategic plans and make their own assessments. By looking at the rising debt-to-GPD ratios and other indicators it is the European economies that are collapsing not the Russian economy.

Since Kellogg published his plan in April of 2024, Lavrov has made numerous statements during the election cycle that a ceasefire plan was a “road to nowhere” and more recently Medvedev tweeted on X account that Russia “We will take advice from of Lao Tzu and sit by the river, waiting for the of the enemy to float by. The decaying corpse of the EU economy.”  (April 3, 2025) From this series of statements and events, it looks like the RAND 2019 strategies to “overextend and unbalance” the Russian economy have backfired and it is the European economies that are collapsing instead. Putin is staying his course of action and letting regime change happen in Europe instead of Russia.

The very fact that the Trump team allowed the Kellogg plan to go forward means that they a) were acting on the nine central false narrative talking points, b) did not realize that the actual Western financial and permanent state was aggressively pursuing the Brzezinski, Wolfowitz Doctrine and RAND 2019 strategies over the past two decades, and c) didn’t realize the Brzezinski-Wolfowitz-RAND 2019 grand strategies are devolving into the grand failure.

Setting Trump Up For Foreign Policy Failure

By not recognizing this and calling it out after the January 6th certification, Trump’s foreign policy team inadvertently set Trump up for failure. Trump’s foreign policy team had ill-advised him into the public relations strategy of boasting that Putin was losing the war and that his economy was collapsing. This implied that Trump could deal with Putin from a position of strength and dictate ceasefire terms to Putin on “day one.”

Instead, they found out that Putin’s team was in no hurry to talk to Trump at all and Trump’s foreign policy started on the wrong foot. While any change in his foreign policy team is beyond the purview of this series of articles, what can be accomplished is to explain what the actual Sea Power versus Land Power Grand Strategies are, and why the Brzezinski, Wolfowitz, and RAND 2019 strategic plans have backfired and the Russian and Chinese overland logistical supply route strategy is succeeding.

These explanations expose the nine cover-for-action talking points as complete subterfuge. The Western financial and permanent state cabal are surely amused behind the scenes that Trump’s foreign policy team followed the decoy.

Putin and Xi’s overland logistical supply route strategic plans are based on the Brzezinski, Wolfowitz, and RAND 2019 strategic plans to encircle and economically strangle Russian trade. Putin and Xi’s strategies are based on an overland logistical supply route strategy to mitigate this.

The reason is that economics is based on extracting energy, and minerals from the ground, transporting them through the manufacturing processes, and delivering them finished products to consumers. Geoeconomic strategies are based on the question four basic questions. How secure are the logistical supply lines between each phase? How many neighboring countries are involved? How many distant countries are involved? And how can rivals sabotage the process?

The answers to these questions differ between the Sea Powers and the Land Powers. Putin and Xi have worked this out over the last two decades. They know the difference between the actual Grand Strategies and the DC talking points. Since Trump’s foreign policy team does not know the difference, Putin and Xi expect Trump’s foreign policy to continue to fail and be impeached after the 2026 midterms.

Putin and Xi’s best option is to do nothing and wait for Europe to collapse while watching Trump’s third impeachment. It is not their job to teach Trump’s foreign policy team about geoeconomic and geopolitical modeling. Geoeconomic and Geopolitical models, public or private, are always proprietary. One has to build their own hypothetical models and build them up over time by in-house wargaming among analysts with different expertise. This process breaks up groupthink.

The point here is that if Putin and Xi are basing their decisions on regime-changing the European Union and Globalist politicians, (judging from the statements of Lavrov and Medvedev), then why isn’t Trump’s team doing the same since it is the same crowd that is trying to regime-change Trump?

The more one understands the Grand Strategies the more one realizes that Kellogg and the entire Fox News anchors are also basing their comments on the nine false cover-for-action talking points and misadvising Trump.

Conclusion

To conclude this opening article in this new series, the outgoing Biden Administration has disbursed as much of the fiscal year 2025 budget as possible to perpetuate the war in Ukraine and the color revolutions across Europe.

The goals are to 1) complete the Seven P Plan of the Left to transform America into a single-party socialist state, which necessitates 2) the ousting of all populist politicians that are in power while preventing more populist politicians from gaining power, 3) undermining  Trump’s first year in office and 4) impeach Trump in January of 2027. None of these four goals should be of any surprise to anyone, the Globalists, Statists, and Leftists discuss these topics incessantly.

The fact that Trump’s foreign policy team ill-advised him has meant that Trump’s uphill battle became steeper. Trump needs to make a series of course corrections before the midterms to coordinate his domestic and foreign policies. His domestic policy is based on addressing the perennial twin trade and yearly deficits, between his reciprocal tariff policy and D.O.G.E. the twin deficits are in the process of being rectified.

The series of articles will explain five things, first why the Western financial capitals want to encircle and economically strangle Russia to extend the superpower-major power-vassal state hierarchies; second why they are focusing the strategy on the Russian Federation and Russian natural gas via pipeline; third, why Putin and Xi developed an overland logistical supply route counterstrategy so they can endure a trade war, fourthly, why it is in Putin’s best interest to not engage in a ceasefire and watch the European economies collapse instead; and fifthly, Putin’s strategy is aimed at the Western financial and permanent state cabal, not the Trump administration.

The more people understand the extent that the foreign policies of the Western governments are directed by the Western financial capitals to extend the superpower-colonial major power-vassal state hierarchies to direct as much wealth derived from fundamental energy, mineral, and agricultural commodities to the Western banking centers, the more one will realize why they demonize all populist politicians and their followers everywhere. Their policies are not limited to Vladimir Putin, Donald Trump, Nigel Farage, Marine Le Pen, Alice Weidel, Herbert Kickl, Viktor Orban, Robert Fico, or Calin Georgescu.

Ultimately, it is the same cabal who are trying to lawfare, impeach, and assassinate Trump and his supporters, and they control the European politicians that control the EU and NATO leaders. The more one realizes this, the more one wonders why Keith Kellogg devised his ceasefire plan to save the EU and NATO?

The Trump administration’s foreign policy and domestic advisors might benefit from rethinking global and domestic affairs with a more systematic understanding of the prevailing Sea Power versus Land Power strategies and applying more critical thinking in assessing the nine major cover-for-action talking points for escalating the war in Ukraine.

The purpose of the Office of Security Cooperation-Europe is to incite age-old ethnic, religious, and linguistic rivalries as part of the Western financial and permanent state cabal to encircle, economically strangle, and disintegrate the Russian Federation so the commodity-rich oblasts can be absorbed into the superpower-colonial major power-vassal state hierarchy that directs the profits to Wall Street, the City of London and Paris. The populists in North America and Europe are impediments to this strategy. The 2026 midterm election cycle will be coming very quickly and Trump needs to move faster to end the Western financial and permanent state cabal that is responsible for the “strange death of the West” (Douglas Murray) and American Marxism (Mark Levin).
